Tribal Environmental Research Analyst

Chilkat Indian Village (Klukwan), Environmental Department is seeking a highly motivated Research Analyst. This position is vital in supporting our mission to protect the natural environment and resources of the Village, uphold tribal sovereignty, and safeguard cultural knowledge and practices, and traditional and sacred sites.

Reports to: Tribal Council, Tribal Administrator, Environmental Department Team

General Job Description: The research assistant will work closely with the Tribal Council, Environmental Department Team, consultants, and lawyers. The goal of the position is to support CIV’s environmental sovereignty initiatives at tribal government level, the federal, state, and local levels, and internationally.

Duties and Responsibilities:

Research Tribal Sovereignty and Environmental Policy and Governance Topics:

  • Conduct in-depth research on environmental policies and ordinances at the tribal, federal, state, and local levels based on directives by CIV Tribal Council. Analyze their impact on tribal sovereignty and identify opportunities for advancement.
  • Propose and develop actions for CIV Tribal Council to evoke and enact tribal sovereignty. 

Support Government-to-Government Relations:

  • Provide administrative support to coordinate government-to-government meetings with CIV and external agencies and participate in said meetings when asked by internal environmental department staff and consultants.
  • Research information relevant to government-to-government meetings regarding federal permitting and actions on Tribal territory.
  • Produce a document to define “government-to-government consultation” in collaboration with internal environmental department staff, collaborators, and consultants.
  • Produce a map of traditional lands and cultural knowledge for CIV that can be used in government-to-government consultations.

Support Chilkat Forever Campaign Efforts

  • Identify ways to strengthen existing campaign efforts in collaboration with internal environmental department staff, collaborators, and consultants.
  • Engage in community outreach to amplify campaign efforts.
  • Build partnerships to broaden campaign efforts based on directives by the Campaign Steering Committee.

Support Indigenous Data Sovereignty, Research, and Research Protocols

  • Identify ways to support Indigenous data sovereignty.
  • Assist in managing the environmental department’s evidence and database.
  • Collaborate on and produce tribal research based on directives by CIV Tribal Council.
  • Develop a research protocols document to support Indigenous data sovereignty and outline expectations from collaborators based on directives by CIV Tribal Council.

Qualifications:

  • Education in environmental policy, tribal governance, natural resource management or a combination of education and relevant experience.
  • Minimum two years of experience in environmental policy, tribal governance, general research and data analyses.
  • Proficiency in utilizing computer applications and navigating digital platforms.
  • Strong analytical, research, writing and presentation skills.
  • Ability to communicate effectively with diverse audiences.
  • Experience with tribal, federal, state, and local environmental laws and policies (experience in Alaska is a plus).
  • Experience working on diverse teams to accomplish common goals.
  • Ability to work independently with remote/hybrid structure.
  • Self-motivated with the ability to keep organized and track multiple projects at one time.
  • Strong commitment to the well-being of Indigenous communities and/or experience working with Tribal Governments, or Indigenous-led organizations.
  • Ability to be a team player and collaborate closely with multiple internal and external partners and individuals.

ENVIRONMENTAL SPECIALIST

PURPOSE:

The purpose of this position is to assist in the Chilkat Indian Village (Klukwan) management of their environmental resources. The position will collect samples, interpret results, report findings, and manage grants related to watershed monitoring and science. Additionally, the position will develop capacity in watershed science and monitoring and then facilitate outreach and education events with other CIV staff, the community, Tribal Council, and youth at the Klukwan School. The position will work with the Tribal Administrator to ensure the implementation of the policies and procedures established by the tribal council and the grant award terms. Through research and recording of Indigenous Knowledge through surveys with Tribal members, the position will identify current and emergent environmental issues and needs within the tribe’s traditional land.

Less than 10% of duties will include assisting with the Environmental Protection Agency Indian General Assistance Program (IGAP).

AUTHORITY:

The Environmental Resources Specialist is responsible to the Tribal Administrator for the performance of assigned duties and responsibilities.

RESPONSIBILITIES:

  • The implementation, interpretation, and planning assistance of the PCSRF grant award.
  • Develop and implement a community-based environmental protection strategy for water resources and watershed protection.
  • Network and coordinate with consultant(s) to ensure the timely completion of PCSRF milestones and deliverables.
  • Network and coordinate with other governmental agencies in protecting the tribe’s natural resources and environmental interests and in the development of effective tribal guidelines.
  • Perform environmental sample collection and shipment to laboratories.
  • Environmental data management, interpretation, and reporting.
  • Work with tribal staff and community stakeholders to develop, create, and disseminate surveys of Tribal members to record Indigenous Knowledge in the Chilkat watershed.
  • Train in watershed science and then share that knowledge through facilitated workshops with the Tribal Council, CIV staff, Tribal members, and youth at the Klukwan School.
  • Adhere to the EPA regulations and guidelines, including the CIV Quality Assurance Project Plan, approved by the EPA.
  • Performs other duties as assigned by the Tribal Administrator.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Desire to learn about watershed science and, over three years, develop the skills to perform all duties related to CIV’s watershed monitoring program.

QUALIFICATIONS:

  • High School Diploma or equivalent
  • Two years or more of grant program experience is preferred.
  • Experience working within native communities on community-led projects
  • Displays cultural competency and ability to build trust with tribal communities
  • A bachelor’s degree in a related field may be substituted for the above.

HEALTHY HOMES PROJECT MANAGER

PURPOSE:

The Chilkat Indian Village (Klukwan) Housing Program is seeking a qualified Project Manager to oversee the implementation of a HUD Healthy Homes Production Grant Program during the award period. This program aims to identify and address health and safety hazards in tribal housing units, creating a healthier living environment for residents. This position requires field work and administrative duties. The ideal applicant must demonstrate discretion and cultural competency, as this position requires handling sensitive information of applicants. This position will work closely with the Project Director to provide health education, determine program eligibility, and accurately maintain project files and records.

AUTHORITY:

The Healthy Homes Project Manager will work directly with the Project Director and report to the Tribal Administrator for the performance of assigned duties and responsibilities.

RESPONSIBILITIES:

  • Work with the Program Director to manage and implement all aspects of the HUD Healthy Homes Production Grant Program to ensure compliance with grant project timelines and project deliverables.
  • Implement a comprehensive work plan for program activities, including resident outreach, hazard identification, remediation efforts, and quality control procedures.
  • Work with the Program Director to oversee the selection and management of qualified contractors for hazard assessments and remediation work.
  • Coordinate with tribal housing staff, residents, contractors, and HUD officials to ensure smooth program execution.
  • Maintain accurate and detailed program records, including budgets, timelines, and performance data.
  • Work with the Program Director to complete grant reports for HUD, including progress reports and final evaluations.
  • Conduct outreach and education programs for tribal residents on healthy home practices and the benefits of the program.
  • Work with the Project Director to manage the program budget effectively, ensuring all expenditures comply with grant regulations.
  • Identify and address any challenges or roadblocks that arise during program implementation.

KNOWLEDGE, SKILLS, AND ABILITIES:

QUALIFICATIONS:

  • Bachelor’s degree in public health, housing, project management, or a related field (master’s degree preferred).
  • Demonstrate experience managing federally grant-funded programs, preferably in housing or health.
  • Demonstrate experience in project planning, budgeting, and program implementation.
  • Strong understanding of HUD Healthy Homes Production Grant Program regulations and requirements or demonstrate the willingness to learn.
  • Excellent communication, interpersonal, and collaboration skills.
  • Ability to work independently and manage multiple priorities simultaneously.
  • Cultural sensitivity and understanding of tribal government processes.
  • Proficiency in Microsoft Office Suite and project management software.

PREFERRED QUALIFICATIONS:

  • Experience working with tribal communities.
  • Knowledge of construction practices and healthy home principles.
  • Experience in grant writing and grant reporting.
  • Cultural competency and ability to establish trust within the tribal community.
